It’s the plumbing work done before the walls, floors, and finishes go in — running the supply lines, drains, and vents to where your new fixtures will sit. The “finish” plumbing, connecting the actual sink, toilet, or shower, comes later once the room is built out.

It matters because rough-in has to be right before anything gets closed up — a drain at the wrong height or a supply line in the wrong spot is expensive to fix once tile’s on the wall. It’s also where permits and inspections usually come in, since this work is inside the walls.
